Does anyone know if you can export an mpeg movie playing
on windows media to a digital video camera ?

You'll need to check that your camcorder supports either DV-in or analog-in
.... which means that it can take a signal coming in [from either a firewire
DV connection, or a composite - the yellow phono plug or S-video] and tape
it. Many consumer camcorders don't support either.
In Europe, if your camcorder supports analog-in, it's classed as a VCR, so
it makes them more expensive, so companies disable this type of
functionality.
You could have a google for your camcorder model and search for DV-in or
analog-in, and see what you turn up.
Beyond that, you'll need DV-out or TV-out on your PC, and then either export
as DV to the camcorder, or play using Windows Media Player full screen using
the TV-out.
Hope this helps
