I understand the XP professional has CD writing
capabilities. Not for me- everytime I try to copy files
and burn a CD. I get a message that it's not properly
formatted??? Should I have to format/ If so how?

No you should not - and may be using a disk that has been previously
formatted for some packet writing mode, which the inbuilt burning does
