Hblinst.exe?

After the most recent security download, I received a warning that
Hblinst.exe was trying to access the internet. I blocked it but wonder what
it is and is it legitimate??

I cannot find any information about this file. Find it on the disk and
rename it or move it to a floppy to hide it for Windows and your
applications. This should let you find our where it belongs to.
