My programs folders are all cluttered and I want to creat
a folder for all of my investments programs and the same
for auctions programs, so when I go to start menu programs
and then I can go to investments the choose which programs
to open I hope you can understand what I am saying.

You only need to move the shortcuts and create new folders on the Start Menu
for this purpose.
Right click the Start Menu, select Explore, create the folders you wish and
move the shortcuts of folders in which the present shortcuts exist to the
folders you desire. Since you are creating sub-folders, select Programs
under Start Menu, then from the File Menu on the Toolbar, select New, then
select Folder, name as you wish and then press enter. Afterward, move
whatever shortcuts or folders into the new folder as desired. If empty, you
can delete the old folders on the Start Menu.

While I have often done this very thing myself (and continue to do so),
won't this make it impossible for the Uninstall for a product to remove the
shortcut if, at a later date, you decide to uninstall a product whose Start
Menu shortcut you've moved?

There are some uninstall programs that leave the removal of shortcuts
entirely up to the user.

Those that check will look for them in the locations that they were placed
originally. If the shortcut has been moved, you may get a "Some portions of
the uninstall could not be completed" message. The details should show
"missing" shortcuts.

Abandoned shortcuts can be easily removed by right clicking and choosing
Delete.
