recycle bin problem

My recycle bin is showing trash. When I go to empty
recycle bin, I get an error stating I can delete the file.
I can browse to the recycle bin thru explorer and nothing
shows up. Folder view is set to view all files including
system files. If I click on empty recycle bin a dialog
pops up and says do you want to delete windows? No
viruses, or system problems. Any ideas?
