Identical computers with XP; one does not display the
system standby option, or the Hibernate tab. What could
cause this problem? Thanks.

If the hardware is identical, then I would look at the drivers. These
options aren't given if the hardware can't support it - and the drivers are
what determine that and tell the operating system that it isn't supported.
