Definately not normal, but it happens. Again, it sounds
like your refresh rate is as low as it will go
(personally, anything below 75 Hertz hurts my eyes).I
would just try swapping out the monitor. If you have
more than one PC, swap monitors for a while. Don't
believe it's your video card, but at this point, it's
trial and error until you figure it out.
