Is it possible to deny access to a specific program
file,such as MS Works spread sheets,or deny access to the
entire MS Works program to others via a password or
equivalent?

Not within Windows XP itself. You can buy third-party software that will
let you password protect applications. If the computer user is not savy
just delete the shortcut's to the program in their account and hide int he
folder in Program Files.
