I found the tweak on

But i can not find the file "ShellIconCache" in my Windows XP.

Windows XP doesn't have/use shelliconcache. The easiest way to get
this change to take affect is to force a refresh of the icons by
resizing them. Right click on the desktop and select properties. Go
to the appearance tab and click the Advanced button. In the list of
items select icon and increase the size by one. Click OK and the apply
your changes. Click advanced again, select icon and reset the size to
what it was, again clicking OK and Apply.

But i want to take affect in program, whether there are other ways, for
example a command...

Not all of these work, some do. Tom's method is the easiest way to clear
the cache.

Icon Cache is located here: IconCache.db
C:\Documents and Settings\<username>\Local Settings\Application Data

To clear and reset icon cache:

Right click the Desktop/Properties/Appearance/Advanced. Use the item
drop box and choose Icon. Change the pixel number by one. Ok your way out.

Increase Icon Cache (Line 121)
