Is it useful in Windows XP? "When your computer is connected to a
network", what does the "network" means? LAN or dial-up User?

Hi,
A 'network' is created anytime you connect to another computer, be it a LAN,
dial-up account, or whatever. Network in the context used here is referring
to a LAN or WAN. The tweak referred to on that page might be useful in a
domain environment where group policies are in effect, otherwise I doubt it
will do much for you.
