I have a HP932c printer and refill my own cartridges. My
problem is that the toolbox shows that the cartridge is
always out of ink even when I have just refilled. Can the
amount of ink be reset each time I refill?

If it can be, I am sure that Hewlett-Packard will not tell you.
They make their money from the cartridges not the printers. They
make money from their printers only when a new operating system
comes out and they do not issue any drivers for it. Then you buy a
new printer. They cannot do that with laser printers because the
engine is made by Canon and the printers are too ubiquitous to
ignore by not issuing new drivers.

You can reset the Estimated ink level tab in the Deskjet
932C. Try the steps on the Web site given below.

The cartridges are No. 78 and no. 45.
