how can i make a startup disk for a xp system?

All these will do is start the Windows XP Setup. Their is no DOS in Windows
XP, so you dont have the same kind of Startup disk as you had in Windows 98.

The Windows XP CD itself is bootable and is a Startup Disk.
It has all the necessary tools to repair XP in the event of an
unlikely failure. However, you can make your own bootable
floppy disk if you so desire:
