Is there a time when blocking the firewall before
installing a software might be necessary?

Not required. Have it enabled. Disable it only when you face problems
installing a Microsoft WindowsUpdate hotfix or something.

Depends on the software ... read the installation instructions
carefully. Ensure you trust the software. If you have any doubts about
the software and the install instructions ask you to open your firewall,
then contact the software developers and ask that they explain why this
is necessary. In general, unless you understand why opening the
software is required, you should not do so and not trust the software.

Greetings --

I certainly wouldn't think so. If a particular application does
say that the firewall needs to be disabled during installation, make
sure that you've physically disconnected the computer from the
Internet during the period the firewall is disabled.
