My friend has windows 98 and wants to activate a firewall
to prevent popups. How does he do this?

Greetings --
First, he'll have to select a firewall application to purchase and
install. Alternatively, there are some "light-duty" free firewalls
available from ZoneAlarm, Sygate, Kerio, and others. These all work
for most home consumers' needs, but aren't always as
configurable/manageable as are the purchased firewalls.

Hi ,
If he hasn't got a firewall this was is quite popular
http://www.zonelabs.com/store/content/home.jsp you will find a free download
here , but "pop-up stopper" is a dedicated programme
http://www.panicware.com/ and works very well

He can't *activate* one before he acquires one. There are several
available for sale and for free download. I'm happy with the free
version of ZoneAlarm myself.
