I tried the below without much luck, have you successfully got this to work?
Only this will rule out human error on my behalf. Its not a major problem as
far as we (administrators) are concerned but some of our staff seem to be
incapable of choosing a printer to print to.

Any more advice would be most appreciated, sorry if I'm being a pain

The "Default Printer" is a per user setting on each computer. I don't know
for sure, but I suspect that setting the "Default Printer" on the print
server will not have any affect on the "Default Printer" setting for any
user on any other computer.

I haven't fussed with selecting a default printer (except manually through
the Printers and Faxes folder), but the "/y" option on the rundll32
printui.dll,PrintUIEntry command says it will designate a particular printer
as the "default". However, if a given user already has a Profile on the
computer before you set the Default Printer this way, I suspect it won't
have any affect on that user. A user acquires a Profile the first time they
logon at a computer. A Profile consists of a folder in the Documents and
Settings folder and a set of entries in the registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList.
Profiles can be managed (deleted, copied) in the My Computer Properties,
Advanced tab.

Have you tried copying a Profile that has the LIB2 printer set as the
Default to the the Default User profile, then logging on with a user that
does not yet have a Profile? Make sure you change who can access the
Default User Profile to Everyone on the dialog for copying Profiles.
