mouse doesnt load at startup

I have a laptop with a mouse that connects via USB port.
At startup the mouse does not work, but the touch pad
does. If i upplug the mouse and plug back in it works
fine after that. The touchpad also works at that point
too. How di I get the mouse to work without unplugging?

Just a guess!
I have had such occur to me (intermitently), I put it down to ZoneAlarm (or
XP) not likeing me to move the mouse while it was initializing.
