How do I remove the bubble (on startup) pointing to the
start menu, telling you to use this button to access
programs??

TweakUI can diable ballon tips for you

I downloaded TweakUI, having trouble locating the area to
disable the balloons...

More information is needed to solve the issue.

If you are seeing a bubble come up to show that you have
new programs installed you can disable this in by
clicking on the taskbar, then properties/start menu/
customize/ advanced, and then deselecting Highlight newly
installed programs
