I can only assume you are trying to reformat your drive
from the command prompt in XP. Unfortunately, you can't
do that because you are trying to format the system disk.
You don't say whether you are using a fat32 or ntfs file
system. I'll assume you are using fat32. As you obviously
have a windows 98 cd which i also assume is a full
version rather than an upgrade, you will also have made,
at one time or another, a windows 98 startup disk? Put
the windows 98 startup disk into your floppy drive and
reboot your machine. Select the option to install cd
drivers and then boot to the dos prompt. At the dos 'A'
prompt type format C: You will be warned that you wil
loose all data. You must accept this in order for the
drive to format. After formatting you can then reinstall
windows 98. If you don't have a windows 98 startup disk
then download one from www.bootdisk.com
