If I upgrade my Windows XP Home Edition to Professional
with an upgrade subscription, will that allow Visual
Basics.NET to run, or do I need to have the full blown
Professional installation edition?

Visual Basic .NET can run on Windows XP Home Edition but with limited
features, but to answer your question an upgrade install to XP Pro will work
just fine.
