Deleted Folders keep returning

I run Windows XP, when i delete certain folders i notice
they will re-appear after some time. I believe they are
folders that were created by windows eg: "my music"

Is this normal and if so, is there a registry edit i have
to do? Thx.

You are attempting to delete system files.....leave then alone.
