turning off file information tags

Is there a way to turn off the file information tags that
display in yellow bubble windows when you hover the mouse
over a file's name in Windows Explorer.

In TWEAKUI.EXE > General disable "Mouse hot tracking effects". TweakUI
is avialable from
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp.
