XP Distinctive Ring

Can anyone tell me WHY Microsoft disabled the distinctive
ring recognition feature in XP? It worked in 98SE...why
take it away? I have purchased Winfax and had a new
modem installed and now I find it's the OS...Talk about
frustration!
