problem opening

I have winxp home edition. I installed a program and upon
opening the program I am getting "Problem opening
C:\\owner\Locals~1\Temp" and in the error message down
below there is -34 number.

Reinstalled the program but still the error and then the
program does not run.What is this please?
Please guide.
