This is because WinXP is based on Windows 2000, and
subsequently, the NT kernel. The NT operating systems
use that path for the "My Documents", settings, etc. for
individual users. Some people like it, and some people
don't. It makes it easier to keep custom settings for
each user, like for instance, the Start Bar. In Win98,
contents for the Start bar are found in the root system
folder (default is C:/Windows) or a sub-folder there-in.
WinXp allows each user to have their own custom Start
Bar, so they've moved put that in the C:\Documents and
Settings folder.

If you want a quicker way to navigate to your files that
are located in the Doc and Sett folder, create a desktop
shortcut, and for the "location" field, browse to the Doc
and Sett folder, click on the folder for your user, and
then copy that path to the "location" field (should be
something like "C:\Documents and Settings\[User Name]"
and that folder will include a folder with your
favorites, your My Documents, etc).
