Is the file jdbg.exe(with teddy bear icon) a windows xp
file or a java file that is part of the system or is it a
foreign file? I received an email from Gibbs & Associates
stating that I should remove this file because it is a
virus carrier! Can anyone confirm one way or another
whether this file is a problem?

It's jdbgmgr.exe, not jdbg.exe, and it's part of Windows. The
message you got is an old and well-known hoax. Do not delete the
file.
