Can I set up the fax in XP to only answer if the incoming
call is indeed a fax and not a normal phone call? I would
like to have both my phone and my computer connected to
the same phone line at all times, and not plug them in
back and forth.

If XP is not capable of this, is there a program out there
that will allow my computer to do this?

Distinctive Ring is not supported by Windows XP. Therefore, Windows XP Fax
will answer every incoming call it receives. The alternative is to install
an external switching device to your phone line.
