I need to set permissions for a local user so that they
can install a printer that XP detects by itself. Any way
this is possible with XP Pro? Their account is pretty
well locked down in Active Directory.

Thanks for the link. It is helpful but not in my case.
I need to have the user be able to install the local
printer drivers without an admin account.

Try:

Start, Administrative Tools, Local Security Settings, Local Policies,
Security Options
Devices: Prevent Users from installing printer drivers
Devices: Unsigned driver installation behaviour

or
Start, Run, key gpedit.msc, press Enter; Computer Configuration,
Administrative Templates, Printers
Disallow installation of printers using kernel-mode drivers

With Windows XP SP1, unfortunately there are a few printer drivers for which
I am unable to find a solution - have to add the printer first as
administrator.

Another choice may be to use the "Run As" function to add the printer for
the user.

Local printers (added by an administrator) are automatically available to
all users, so I guess I don't really understand your requirement.
