cannot print to shared printer

I have 2 PC's connected with XP to a switch. Both PC's
can go thru switch to the Internet. The PC with a printer
on it can print OK. The printer is shared. The PC without
the printer has that printer set up on it and has printed
in the past. Now I cannot print to it, and cannot open
the Printer Properties dialog box to check the driver.
When I try to open the properties I get the error
message "Printer properties cannot be displayed. The
print spooler service is not running".
I also cannot see the other PC on the network, but the
network properties are exactly as they always were.
I have restarted both PC's, and checked Knowledge Base.

Any ideas?
