Can you personalise the Windows 'welcome' screen? or is
it either on or off and thats it?

Not sure what you mean by personalise - if you mean one person sees it and
another doesn't, then that's impossible because it appears before anyone
logs on. Elaborate please.

the 'welcome' message?

Hey Sean,

That's quite impossible. Changing the background or changing the 'welcome'
message. However, don't give up there's a program that allows you to this.

The program is called StarDock: LogonStudio

You can toggle between the XP- and the more "sober" Win2K-look (which
unfortunately doesn't support fast user switching).

If you mean you want to alter the _look_ of it -- well, I can't tell
you how to do it all by yourself.

However, tgtsoft (http://www.tgtsoft.com) have a bunch of tools to
thoroughly alter the look of the Windows GUI (window "decoration",
logon screens, and so on). There are _many_ ready-made themes
available for download.

With their styleBuilder and resBuilder tools you can also roll your
own.
