XP Pro shortcut trouble

I go to start then all programs. I choose a program and right click on it. I
hope to get a menue but no all I get is a blink and nothing. In the past I
would get a menue that had properties at the bottom and I would click on
properties the a new menue that let me make a shortcut. So thats it, I could
sure use some help turning on the right mouse click. thanks if you can help
me

Gene,

Right click on your Start button and choose Properties from the menu. Go to
the second tab, Start Menu. Choose Customize. Make sure 'Enable dragging and
dropping' is checked (It doesn't matter if it's Classic or regular).
