I am unable to send a FAX outside my own area code. I
have tried using the Dialing rules and not using the
dialing rules. Is this because I do not have a long
distance carrier on my phone line?

Yes, if you need to send a fax to outside your area code, you need to have a
long distance carrier. If you are not able to dial out the (fax) number
from your phone, then neither can you fax.
