rights on NetworkConnections

I want users to restrict to use the network connection
wizard. I want that the user can see and use the
connections which are made, but I don't want them to make
own internet connections (to their own ISP).

In XP Professional, this can be achieved using GPO.

Click Start | run | gpedit.msc
Administrative Templates | Network | Network Connections |

"Prohibit access to new connection wizard"

For Windows XP Home Edition, add the registry key:
NC_NewConnectionWizard - Disable the Network Connection wizard
