get me to safe mode

I have XP Home and have been told that the security tab is only
availible for files when in safe mode. I've scrounged and can't find a
way to tell XP to go to safe mode. On 95 and 98 it was as simple as
selecting Shutdown, Restart in Safe Mode.

After reboot keep tapping F8 until menu appears.
