clearing "history" on another user profile

Is there a way to clear history on another user profile
without that profile being logged in?

Sarah,

Delete the file "index.dat" from that profile: The paths are:
"C:\Documents and Settings\<user profile name>>\Cookies"
"C:\Documents and Settings\<user profile name>>\User Data"

This should clear the history.

For clearing the "Typed URLs", this can be done only by logging in as that
particular user.

Or user Registry Editor, load the hive of that particular user and delete
the TypedURLs, usually present here:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\TypedURLs

To edit the hive of another user profile, try as said here:
