Open Help and Support and type in the search word 'Language' to see how to
set up the Language Bar. This will allow you to turn on input and output of
many different languages.

You must have the 'Multi Lingual User Interface' to do what he wants to do.
Hiragana characters (Chinese) requires two keystrokes per character.
