It's a virus, delete it.
If your copy of OE is blocking access to attachments, go
to your options, click on the Security tab and
uncheck "Do not allow attachments to be saved or opened
that could potentially be a virus".
However, if you do this, regard any attachments that are
applications or common virus-laden file types with
extreme prejudice!
