Uncontrolled Scrolling

In Windows XP Home Edition, I have a recent problem with
any window that has a scroll bar. Whenever the cursor
appears within the pane, the image (text, photos, forms,
whatever) begins uncommanded movement in a jerky manner,
generally downward. Also, attempting to fill in fields on
a form often results in an uncommanded return to a
previous page, or loss of the page and contents
altogether. Can anyone suggest a remedy?

If you have a microphone plugged in, unplug it, and if the behavior stops,
then you have speech recognition enabled.
