Xref: kermit microsoft.public.windowsxp.general:900404

When I try and access Help & Support from the START menu,
nothing happens. Also, if I click on "Learn more about
(blank)" nothing happens.

I came across something for Win98:
SYMPTOMS
When you click Help on the Start Menu in Windows, the Help
program may not start. You may not receive an error
message.
CAUSE
This issue can occur if the Hhctrl.ocx file is missing or
damaged.

But I am running WinXP and there was no fix recommended.

Check out Doug's site, below. Click on XP-FIXES, then on Fix XP HELP, and
see if that brings it back to life.
