Change default action for drag & drop in Windows Explorer?

Is it possible to make "move" the default action when dragging and dropping
files to different drives?

If you drag an item to another disk, it is copied, not moved. To move the item, press and hold down SHIFT
while dragging.

I realize this, but my question was, is it possible to change the
default to "move"?
