I find that if I install everything while logged on as the Owner, everyone
then has the program.

Yes, and some applications will ask you if you wish all user or just you
(logged user) to use the application.

However, assuming application you installed allows other users to use it and
you just want to others can see the shortcut, there is a simple way.

Go to Documents and Settings\Administrator\user*\Start Menu\Programs and
locate shortcut of the application. Copy (or cut) and paste it to the same
folder except under All Users. Now, everyone will see the shortcut.

PS: user* is the user account who installed the application initially.
