desktop unable to create icon

i am cerating shortcut anywhere in win xp pro. but the formats are mix. i am changing format the correct program is not opening. can anyone help me? thanks

It depends where the shortcut goes to. If it's a shortcut to a web address
then point it to Internet Explorer. If it's a shortcut to a Microsoft Word
document then point it to Microsoft Word. Every shortcut may not have the
same program opening.
