If you are thinking of making a Usenet (public to the "world")
newsgroup, see http://www.faqs.org/faqs/usenet/what-is/part1/,
especially section "Newsgroup Creation".

If you simply want to setup up server for use by your own organisation,
group, or whatever, then it's just a matter of setting up a news server
and taking it from there. Probably easier to do with a Linux box since
most distributions come with one or news server products. Surely
something is available for Microsoft servers, but I don't have any
information on that.
