Answered in another group. This is a Winlogon issue:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
Userinit should only read: C:\WINDOWS\system32\userinit.exe,

"Userinit.exe - Application Error. The application failed to initialize
properly (0xc0000005). Click on OK to terminate the application." After
clicking on OK the windows backround is visable and the mouse pointer is the
only thing on the screen.
