Hi - This is just one of those off-the-cuff kinds of thoughts, but a lot
of NICs have a small wire that needs to be attached to the motherboard
to enable the WOL function (as well as enabling it in the BIOS).
Perhaps your Dell needs a physical connection like this, as well as the
BIOS enabling?
