I now know 2 people who have the file named ~ which
appears on their desktop due to the flaw in this patch. 1
with XP Home, 1 w/ Me.
Is there a fix for this fix?

No, not as of yet. The best you can opt for is either renaming it with a
wab extension or simply delete it.
