No Welcome Screen

When my screen saver returns to the desktop, it shows the classic Windows
logon dialog and I want it to show the Switch Users screen. I have the Use
the Welcome screen and the Use Fast User Switching options selected under
User Accounts. Under display properties, the option for the screen saver
says "On resume, password protect".

Any help would be appreciated. Thank.
