Is this a system file or is it a file containing a
virus? I received an email saying that this was a virus
and am unsure what to do. Please help.

Microsoft never sends file attachments with email messages!

It is a system file. Leave it be. Check here for more info about the hoax

The teddybear jdbgmgr.exe is a HOAX... but it is an old
hoax, simple rules can help...
NEVER open email attachments that say they are from MS
because MS NEVER send such email.
NEVER delete any file just because somebody says it is a
virus. A simple check on Google or any anti-virus site for
the named "virus" will give facts. A little logic always
helps, if Norton or McAfee don't know about, how did the
"friend" learn about it?
