In Control Panel, select "Sounds and..."
Go to the "Sounds" tab, and find the "Start navigation" item, and set the
sound to "none"

Control Panel, Sounds and Audio Devices, Sounds tab. Scroll down to Windows
Explorer, Start Navigation and highlight it. Then in the Sounds pull down,
select None and click Apply.
