I believe you mean task bar. First right click it and make
sure there is no check mark beside "lock the taskbar" if
there is then click it to clear it. Now click out of here.
Then all you have to do is click on the very top of the
task bar at the edge and holding the button down drag it
towards the bottom of the screen and it will pop onto the
bottom. This is called dragging and dropping. Now release
your button and there it is. Keep smiling.
