There is no "fix". It is not possible to "get to DOS" from Windows XP.
Why?Because Windows XP is built on NT technology, not DOS technology, XP
contains no DOS layer to "get to".
If you want to get into DOS, boot your computer using a Windows 98 startup
floppy.
If you want to reinstall Windows XP, there is no need to get into DOS. Just
boot your computer using the Windows XP installation CD. The XP install CD
is bootable itself, and replaces the use of the startup floppy or Hard
drive.

I'm not to sure why you feel you can't install XP without uninstalling XP
first, but here's what you can try: open up winXP in safe mode recovery
console. navagate to system32 (in your windowsxp directory) and delete or
rename the file "win.com" then reboot the PC with the WINXP CDrom in the
drive and reinstall windowXP to the same directory (or a different one) and
that should do it... No need for DOS any more dude.. ;)
